Minutes of the Parish Council Meeting held on Wednesday 6th September at Jubilee Hall
Present: Cllrs L Williams (Chair), P Williams, B Tiley, G Thacker, J Thacker, C Jones, A White, E Law and the Clerk

Public participation- no members of the public were present
69/23 Apologies for Absence- Apologies were accepted from Cllr Kirman.
70/23 Declaration of Interest
a. To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. To note dispensations given to any member of the council in respect of the agenda items listed- Cllrs Law & L Williams declared that they are on the Village Hall Committee.
71/23 Minutes of Previous meeting to be approved and signed.
Following the addition of Cllr A White, who was in attendance, the minutes of the meeting held Wednesday 5th July 2023 were signed as a true and accurate record.
72/23 Matters Arising- Cllr G Thacker has inspected the railings as per minute 65/23. All metal railings are in good condition but would benefit from a paint. There is some rot in the wooden railings. Clerk to contact Anglian Water as they had suggested they would be willing to carry out work in the community to see if renovating the railings would be an appropriate project for them.
73/23 County Councillor/District Council report- District Councillor Duguid was not in attendance. Cllr Bunney advised contacting Clare Morris for help regarding grant funding if Cllr Duguid is not responding as the amount of money that has already been applied for is huge. A full judicial review 5regarding RAF Scampton will take place later in the year.
County Councillor Bunney reported that speeding is seen as a major problem throughout the county and they are currently looking at reducing the speed limit to 20mph in built up areas. Potholes in the highway are currently taking priority over edge of road repairs. It was confirmed that there is no RAA1C (concrete) in Waddingham Primary
74/23 Police report-none available. Cllr A White reported that there has been 1 burglary in Snitterby Carr, 2 attempted thefts in the area and 1 public disorder. No further details were available from the police .
75/23 Clerk’s report- The Clerk reported that she is still experiencing problems with the Lloyds Bank account for the play area and needs to go into branch again.
76/23-Village Hall Lease Update- Cllr L Williams is working with ACRE. Previous councillors have indicated the Lease and Trust deed document was updated in 2005. Clerk to look through old minute books and documents to try to find evidence of this.
77/23 Finance
(a) Accounts for payment- resolved to pay
(i) C. Wright, salary, and expenses- £586.50
(ii) AJ Williams, grass cutting- £288
(b) Payments made between meetings:-
(i) LALC- Councillor Training -£27.60
(ii) AJ Williams, Grass cutting- £192
(iii) HMRC- PAYE- £98.60

78/23 Correspondence for discussion-
(i) Ecolearn Community and Parish Growing- Cllr C Jones to investigate further.
(ii) Proposed diversion of part of footpath 77- Council aware. No issues
(iii) Archer Survey- Results from a recent Archer Survey concluded that speeding in Waddingham is not an issue.
79/23 Flood relief scheme and beck cleaning matters – It was confirmed that the beck has not been cleared by AJ Williams yet. Following the last meeting the beck has been sprayed but the dead matter has not been removed. Clerk to contact AJ Williams again.

80/23 Emergency Plan- Cllr Tiley and Cllr Law are working on the plan. Cllr Tiley has met with a representative from Bishop Norton to discuss how they carried out their plan. It was suggested that an emergency contact list would be useful. Anyone who is interested in becoming an emergency contact can pass their details to the council for inclusion. It was suggested that the church be included on the plan as a potential area for gathering if the village hall was flooded.

81/23 Play area update - Cllr L Williams is still working the application form for the Community Facilities Fund grant and has a meeting with WLDC officers and the school children to progress the grant. Updated prices for play equipment have been received and the council are again seeking assurance that planning permission is not needed for low level play equipment. Cllr White asked the council to consider using Constable Ings money for the project if sufficient funds are not raised elsewhere.

82/23 Constable Ings Trust- progress report on signatories- Clerk passed the application form for the Skipton Community Saver no notice account to Cllr L Williams to fill in her details and circulate to other signatories
83/23 Highways Matters- See Matters arising 72/23. Cllr L Williams to report large pothole near SID.

84/23 Planning Matters: PA: 146844- Application for construction of a menage, Beckside Farm-granted. PA146446-Application for reserved matters for 1 dwelling following outline planning permission- granted. PA147175- Application to remove 237m of hedgerow, Carr Farm, Snitterby- Council to submit comments. PA147222- Application to erect 2 dwellings, Land adjacent to post office
