Minutes of the Parish Council Meeting held on Wednesday 8th January 2025, 7pm at Jubilee Hall

Public participation: A member of the public had sent an anonymous letter regarding the proposals to move the post box. The Parish Council confirmed that the post box will not be moving. The letter also questioned parish council finances. No financial decisions are made by a singular person and parish council finances are published on the website and noticeboard.

The minutes from Wednesday 6th November 2024 were signed as a true and accurate record.

(b) To confirm precept request 2024/25- Following scrutiny of the accounts it was resolved to request £9500 for the precept. This remains the same as the estimate.

10/25 Removal of Post Box-update-
Cllr L Williams reported that following ongoing communication with the post office the remaining post box will not be moved to a more central point. This is because the current box is within the required 1.2 miles for Waddingham residents.
11/25 Flood relief scheme and beck cleaning matters
It was reported that the flood relief scheme had worked well during the recent heavy rainfall. Cllr White was going to contact Ian Moore Contracting regarding the remaining weed at the Kirton Road/Redbourne Road junction. These weeds are now underwater so may not need removing now. Cllr Jones reported that the flood defence channel in the first field off Redbourne Road is overgrown. Cllr Jones to report to LCC flood team.

12/25 Repair and Refurbishment of barriers
All work has been completed and paid for.
13/25 Play Area-
Cllr P Williams is regularly checking the play area to ensure there is no damage. The area it is sited currently has a considerable amount of ground water so it will need checking carefully once the water subsides.
An annual ROSPA check currently cost £80. ACTION: Cllr P Williams
14/25 Constable Ings Trust
The Parish Council has received an expression of interest to rent the land at Constable Ings. The current tenant believes he has the tenancy for life. This needs investigating. Cllr Thacker to look back at historical documents. It was resolved that the clerk should contact DDM Agriculture regarding a rent review in 2026.

15/25 North Ramper update
The improvements made to the track by the farmers have not lasted. Cllr G Thacker to get a quote to have the track repaired. Clerk to then contact the adjoining landowners to share the cost.
16/25 Letting of roadside herbage
Cllr G Thacker reported that there is 710m2 of grass. Cllrs Thacker would like to rent the land at a cost of £20 per year. Resolved to share this information in the Triangle for transparency.

17/25 Highways Matters to include any issues that arise
It was reported that the salt box on Redbourne Road is empty. This has already been reported on fixmystreet.com. The saltbox at Brandy Wharf had been damaged. LCC to remove. This will not be replaced as it is on a road which is gritted. The uneven road surface between Danger Bridge and Clock House has been reported. Highways have confirmed that they are not going to carry out any remedial work here. Large potholes on Stainton Avenue will be reported.
18/25 Planning Matters to include any issues that arise after distribution of the agenda but before the meeting
WL/2024/00834- Application for conversion of domestic outbuilding to form annexe accommodation, 9 Beckside Farm- no objections or comments to make. WL/2025/00015, variation of conditions, land to rear of Marquis House- no comments
19/25 Streetlighting update
Cllr Law has been auditing the streetlighting in the area. A light on High Street near Pay House has been removed, one on the corner at Marquis Huse and also one on the Old School House meaning there are some very dark areas. Cllr L Williams is going to cross reference what street lights are in the village and what should be in the village according to fixmystreet.com
