Minutes of the Parish Council Meeting held on Wednesday 8th January 2020 at Jubilee Hall @7pm

A member of the public introduced herself as a new resident to the parish.  She explained that she also works for the Environment Agency so may be able to offer support or guidance regarding the flood relief channel.

0801/1 Election of Vice-Chair following the resignation of Cllr Metcalfe- resolved item to be deferred until March when more Councillors will be in attendance.

0801/2 Apologies for Absence

Apologies were accepted from PCSO Law, Cllr Strange, Cllr L Williams, Cllr P Williams, Cllr J Hill, Cllr A Yates.

In the absence of Cllr L Williams and following the resignation of Cllr C Metcalfe Cllr Watson proposed Cllr White chair the meeting.  Seconded Cllr Thacker.  All agree.  Resolved Cllr White to chair the meeting. 

Cllr Summers to support where necessary.

0801/4 Minutes of Previous meeting to be approved and signed    

The minutes of the Parish Council Meetings held on Wednesday 6th November and Thursday 21st November 2019 were approved and signed as true and correct.

0801/5 Matters Arising

None

0801/6 County Councillor's/District Councillor's Report

Cllr Summers reported that the new crematorium in Gainsborough will open on 10th January and that the Market Rasen Leisure Centre is progressing well.  £6.4 million has been set aside for the leisure facility.

0801/7 Police report

PCSO Law had provided a report with the incident statistics for the parish.   There had been 1 burglary on Kirton Road (agricultural building).

0801/8 Clerk's report

Nothing to report.  All matters covered on the agenda.

0801/9 Finance

(a) Accounts for payment

(i) C Wright, Salary and expenses- £587.95

(b) Payments received- None

(c) Internet banking- Internet banking is now working.  Financial regulations need amending accordingly.

(d) Precept Estimate-Following the recent news that a bye-election is to be held the clerk has contacted WLDC who have confirmed that the costs will be passed on to the parish council.  The accounts were scrutinised again, and it was resolved to increase the precept to £9000 in order to enable the council to be able to cover the cost should there be a contested election.

0801/10 Correspondence for discussion

(a) Notification of a bye election- clerk has received confirmation that a bye-election will be held to fill Cllr Metcalfe’s vacancy.  Nomination papers to be sent to WLDC by 4pm, Friday 10th January.  Clerk to contact WLDC to see how many nominations have been received.

0801/11 Highways Matters- (a) traffic calming and ongoing issues on Redbourne Road- Clerk has contacted Mike Reed at highways on 12thand 19th November and 12th December and 8th January to request signage.  One response requesting further information was received which the clerk provided.  No further responses have been received.  Resolved Cllr Summers to contact Mike Reed on the parish council’s behalf.

(b) Agricultural Traffic on Church Road- A letter was sent to the agricultural contractor regarding the concerns raised at the previous parish council meeting.  Copies sent also to Cllr Summers and Highways.  No reply has been received from the contractor.  Cllr Summers offered to contact him on the parish council’s behalf.

0801/12 Planning applications and decisions: -

PA140307-Highwater House, Brandy Wharf- application for instillation of air to water heat pump- parish council support application.  PA140308- Highwater House, Brandy Wharf- Listed building consent for installation of air to water pump- parish council support the application. PA140150- Land at South Carr, application for 1 agricultural dwelling- public consultation underway. PA138145- Holywell Grange- appeal – awaiting decision.  PA139973- Cliff Farm, application for installation of biomass boiler- granted.

0801/13 Parish Council Communication including use of Parish Council email addresses- Resolved to change all access codes.

0801/14 Update from Cllr Thacker regarding play equipment for the village- Cllr Thacker currently investigating funding for pocket parks.  Item to remain on the agenda.

0801/15 Flood relief scheme and beck cleaning matters-Cllr A Watson and Cllr A White reported that they and some other volunteers from the village had walked the entire length of the beck and flood relief system.  Concerns were raised as areas have become congested and there is a build up of silt in the section on Redbourne Road.  The flood relief channel does have some shrub growth in it and debris has built up.  This is hampering the velocity and flow.  Concerns were raised that the culvert going underneath Redbourne Road may not be large enough.  A member of the public suggested that the Parish Council request a CCTV survey from LCC.  Resolved: Clerk to contact LCC.  Cllr White raised concerns about the land slip on Clay Lane.  This has been previously repaired and has slipped again.  Resolved Cllr White to cone and hazard tape the area.  Resolved to investigate the possibility of creating a flow diverter to increase the flow into the flood relief channel and to repair the land slippage on Clay Lane.  Tenders to be sought to clean the flood relief channel thoroughly and repair the land slippage professionally in August when the crops have been harvested.

0801/16 Neighbourhood Plan Report-Nothing to report.  Clerk to contact Mr Metcalfe to see if an end of grant report has been submitted. 

0801/17 Constable Ings- To discuss and resolve grant funding request- Nothing to report
