Minutes of the Parish Council Meeting held on Wednesday 7th January 2026, 7pm at Jubilee Hall

A member of the public raised concerns regarding vehicles parking on the Village Green and churning it up.  Parking is not permitted on the Green.
Concerns were raised regarding speeding on Redbourne Road.  Item to be discussed under Highways on the agenda.
 
 
01/26 Apologies for Absence  - Apologies were received and accepted from Cllr C Jones and Cllr S Kirman
 
02/26 Declaration of Interest 
To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. To note dispensations given to any member of the council in respect of the agenda items listed. Cllrs Thacker re letting of the roadside herbage.  Cllrs L Williams and E Law – village hall committee.
 
03/26 Minutes of Previous Meeting to be approved and signed- The minutes from Wednesday 12th November were signed as a true and accurate record.
 
04/26 Matters arising – none
 
05/26 To co-opt J Holmes onto the parish council – Cllr L Willaims proposed J Holmes be co-opted onto Waddingham Parish Council.  Cllr G Thacker seconded the proposal.  All agreed.  It was resolved to co-opt J Holmes onto the council.  The clerk will submit the Declaration of Interest to the Monitoring Officer within 28 days.

06/26 County and District Councillors report -Cllr  Bunney reported that he will be visiting local roads with a Highways Officer to look at repairs that are needed.  He confirmed that priority is being given roads where the surface has cracked in the middle. Conversations regarding Local Government reform are ongoing as part of this emergency plans may be amended in the future to become more of a resilience plan.  Food waste collections will commence in April.  Caddies will be distributed by WLDC who have officers available to come and discuss and explain the new system if necessary.  WLDC community grants have now come to a halt for this year but will resume in the future.  It is also likely that there will be grants available for environmental schemes.  Concerns were raised regarding potholes on Brandy Wharf Road.  They were recently repaired but the repairs haven’t lasted.  This has been reported on fixmystreet. Cllr Bunney reported that the Police Commissioner has resigned and that policing in the area is changing significantly
 
 Councillor Duguid was not in attendance.
 
07/26 Police Report- a comprehensive police report has been circulated by Lincolnshire Police.  It was difficult to find the statistics relevant to Waddingham Parish however there have been reports of a campervan being stolen and an intruder in a garden near the church.   The clerk had contacted Inspector Head for an update regarding the controlled substance incident but no further information was available.

09/26 Finance

10/26 Correspondence for discussion or information –
(i) Letter from a parishioner objecting to the use of the village hall overflow car park for a community garden- Noted
(ii) Letter from the secretary of the village hall committee regarding community garden proposal- Noted
(iii) Response from Cllr Jones regarding the rejection of the community garden proposal- Noted.  Members of the village hall committee recognise that it is disappointing for residents hoping for a community garden.  However, there is an improvement plan for the village hall and the land in question is needed as part of this plan for the future plans of the village hall.
(iv) Local Government Reorganisation in Greater Lincolnshire- Noted
(v) Request for grant funding from the Triangle-Resolved to grant the Triangle £450
(vi) Request for grant funding from Waddingham PCC – Resolved to grant the PCC £400.
 
11/26 Emergency Plan Update- Cllr Tiley reported that further work is on hold due to a new revision being due around April.  The emergency pack has not been received yet.  Cllr Bunney will to collect.
 
12/26 To discuss and resolve a plan of action following recent tree survey- Cllr P Williams has received the tree survey and summarised the works that need doing.  Clerk to seek quotes for the work to be undertaken.

13/26 Flood relief scheme and beck cleaning matters including concerns raised about erosion- It was reported that a number of residents have cleared the beck as per their riparian responsibilities. The majority of the weeds at the corner of Redbourne Road have now gone. Cllr P Williams will walk the area again to see if there are any areas for concern.  Clerk to write to one landowner who has not yet cleared the watercourse that runs along Redbourne Road (Furze Farm).

14/26 Play Area review and an update including purchase of accessible play equipment- Cllr P Williams has reviewed the ROSPA report and the minor problems which were flagged up have been rectified.  The play area cannot currently be used to a flood on the Green.  This has been reported to Anglian Water who have been in attendance.  The leak is not yet resolved.  No further action has been taken regarding accessible play equipment.  WLDC grant funding has come to an end.  More funding will be available soon so the council will apply in the future.
 
 
15/26 Constable Ings Trust- The clerk has not received anu request for grants from the Constable Ings trust.  A cheque for £350 rent has been received.
 
16/26 North Ramper update- One landowner has made improvements to the track at North Ramper.  Further improvements are still needed.
 
17/26 Letting of the Roadside Herbage- The contract for the letting of the roadside herbage at was signed.  The date was changed to reflect the current date.  This will be revied annually.
 
18/26 Highways Matters to include any issues that arise- 
(i) Redbourne Road- It was reported that there has been a recent accident on Redbourne Road.  Due to the way accidents are reported it is unclear if this will be included in any incident statistics. Cllr Bunney to discuss road marking with Highways.  The clerk has contacted Highways regarding village gateways.  These may be permissible.  A map of where the council would like them placed need to be submitted.  Clerk to investigate the cost.
(ii) Village speed indicator devices- A local resident has volunteered to charge and move the mobile speed indicator device and also download the data in order to get a cleared picture of traffic speed within the village. Clerk to ask someone from the Lincolnshire Road Safety Partnership to visit the village again and review the locations for the SID to see if there are any more locations that would be permitted.

19/26Planning Matters to include any issues that arise after distribution of the agenda but before the meeting- None
 
20/26 Streetlighting update- nothing further to report. Cllr Bunney to contact Grant White.

21/26 To discuss any progress regarding acquiring land for allotments- Cllr Jones has made extensive enquiries into acquiring some land for village allotments but has so far been unsuccessful.  Unfortunately, the proposal for creating a community garden at the Village Hall is not possible due to the future plans of the Village Hall.  The parish council are still actively wanting land for the purpose of allotments and will continue to advertise in the Triangle.
