Waddingham Parish Council Minutes of the Parish Council Meeting Held on Tuesday 7th July 2026, 7.30 pm at Jubilee Hall

Present: Cllrs L. Williams (Chair), P. Williams, E. Law, G. Thacker, J. Thacker, C. Jones, S. The Clerk County Cllr Bunney 2 members of the public

Public Participation: Despite a number of residents clearing their part of the beck, a member of the public raised concerns about some areas still not being cleared. The Council is aware of this.

70/26 Apologies for Absence Apologies were received and accepted from Cllr S. Kirman and Cllr J. Holmes.

71/26 Declaration of Interest To record declarations of interest by any member of the Council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and the type of interest being declared. To note dispensations given to any member of the Council in respect of the agenda items listed – None.

72/26 Minutes of Previous Meeting The minutes from Wednesday 6th May 2026 were approved and signed as a true and accurate record.

73/26 Matters Arising None.

74/26 County and District Councillors Report County Councillor Bunney reported that there is currently no further information regarding Local Government Reform. Police and crime news can be found at Lincs Alert. Food waste bins are currently working well and uptake has been good. WLDC will soon be able to take soft plastics in the recycling, as well as batteries and vapes. Collections of electrical items may follow. A booking system for the household waste disposal sites is currently being discussed.

Cllr Bunney also reported that some road improvements may take place prior to the British Cycling race, which will pass through the village, and people should be aware that road closures will take place on the day. Cllr L. Williams expressed dismay about the state of Lincolnshire roads and raised concerns regarding potholes being a danger to cyclists who will be travelling at speed.

There are two Emergency Plan events planned: one on 15th July and one on 7th October.

Cllr Duguid was not in attendance.

75/26 Police Report Police motorcycles have been undertaking further speed checks in the village.

76/26 Clerk’s Report The VAT reclaim for 25/26 has been submitted.

78/26 Correspondence for Discussion or Information Cllr Williams reported that, due to personal reasons, Cllr Tiley has resigned from the Parish Council. Cllr Tiley has been a valued member of the Council, and thanks were expressed for all her hard work – especially for her contribution to the Emergency Plan.

79/26 Emergency Plan Update The emergency box has now been received and is stored at the village hall. Cllr Law has contacted the school following a change of Headteacher to see if they are willing to remain on the plan.

80/26 Flood Relief Scheme and Beck Cleaning There are currently no issues with the flood relief scheme.

A number of property owners have cleared the beck as per their riparian responsibilities. Cllr Jones, Cllr Holmes, Cllr P. Williams and a parishioner have been working hard to clear the areas the Council is responsible for. This has saved adding an additional amount to the precept. Thanks were offered to those involved.

It was resolved that the Parish Council will provide two skips which villagers can use, free of charge, to dispose of any vegetation pulled from the beck. Parishioners are kindly asked not to use the skips to dispose of any other waste.

One landowner still needs to clear a large portion of the beck again. The Clerk will write to the landowner for a third time. ACTION: Clerk

81/26 Constable Ings Trust Balance: £9,289.

At the last meeting, a request for £250 of grant funding had been submitted for consideration from the Village Hall. The grant would be used to purchase materials to make improvements to the village hall car park, kerb, and access to the play area. LCC have confirmed that the labour will be provided free of charge; however, the cost of the materials is much higher than estimated and will be £1,336.89 + VAT. It was unanimously agreed to grant the full amount.

82/26 North Ramper Update Cllr G. Thacker reported that the track has now been much improved by a local farmer. A request was made for the Clerk to write to the landowners asking them to split the cost.

83/26 Highways Matters Chris Marsh from LCC has emailed the Clerk regarding potholes on Footpath 72, which were reported following the May meeting. He stated that the footpath was inspected on 14th May and is considered to be satisfactory throughout.

84/26 Planning Matters WL/2026/00073 – Planning to erect 7 cottages, Rosemount Lane – pending WL/2026/00353 – Listed building consent for replacement of rear Yorkshire sash windows, Lapwing Cottage – pending

85/26 Streetlighting Update Cllr L. Williams to meet with Grant White next week to discuss streetlighting. ACTION: Cllr L. Williams

86/26 Land for Allotments No further progress has been made in the ongoing search for allotment land.

87/26 To Review Parish Council’s Policies and Procedures Policies and procedures were updated. Next review 2028.

88/26 Date and Time of Next Meeting Wednesday 2nd September 2026 at 7pm, Jubilee Hall.

89/26 Additional Items for the Next Agenda Play equipment review. To discuss complaint received regarding swing damaging Oak Tree on The Green.
