0203/1 Apologies for Absence

0203/3 Minutes of Previous meeting to be approved and signed.
The minutes of the Parish Council Meetings held 5th January 2022 were amended to mark Cllr R Coman as present then approved and signed as true and correct.
0203/4 Matters Arising- None
0203/5 To resolve to co-opt S Kirman on to the Parish Council- all members voted to co-opt S Kirman. Resolved to co-opt S Kirman. Cllr L Williams welcomed Cllr Kirman.
0203/6 County Councillor/District Councillor Report
Cllr Bunney reported that Paul Brookes, Lincolnshire County Council flood defence team, has now left the authority. Paul has been working with the parish council and land owners to discuss ways forward with repairing the slipped bank on the flood relief channel. His role has been taken over by Matthew Harrison. Matthew’s assistant is Thomas Crofts. There is a property flood resilance fund available from the county council for properties thata have flooded. This fund is now available to support homeowners of properties that are at risk of being flooded:

Council tax rises will fund adult social care.
There is a household support grant available for families struggling financially

New purple bins are being delivered. The bin system is due to be reviewed in June
0203/7 Police report
PCSO Law had sent an incident repot for the period 2/11/21 to 21/02/22.
There were 4 incidents of interest to the parish. None were crimes.
0203/8 Clerk's report
The clerk reported that she has sent in the VAT reclaim.
0203/9 Finance
(a) Accounts for payment- resolved to pay
C. Wright, salary and expenses- £522.56
(b) HSBC Mandate Update
HSBC have returned the previous mandate and requested a new mandate be completed.
Signatories on the account are C Wright, L Williams, G Thacker and A White. Clerk to return new mandate.

0203/10 Correspondence
A member of the public had written to the parish council requesting consideration be given to funding gardening project/planting bulbs for the Platinum Jubilee. There is money available. Cllr L Williams to contact the requester to discuss further
0203/11 To discuss ways to mark the Platinum Jubilee
The parish council have advertised for suggestions of how to mark the Jubilee. One suggestion has been received. Cllr Kirman reported that the village hall committee are meeting to discuss ideas in the coming week. The council and village hall can then work together and apply for grant funding if both parties wish to.

0203/12 Flood relief scheme and beck cleaning matters
The clerk reported that AJ Williams has filled in the details needed to enable the parish council to apply for a license from the Environment Agency to spray the village beck. Cllr P Williams took the rest of the form to complete. As discussed earlier in the meeting Matthew Harrison is the new contact for flood relief matters at Lincolnshire County Council.

0203/13 Playpark update- Cllr L Williams now has the necessary signatures for the dormant play park account. Advice will now be sought from Lloyds Bank about how to proceed.

0203/14 Constable Ings Trust- Grants are available from the trust to improve the local environment. A reminder to be placed in the Triangle and item to remain on the agenda.

0203/15 Highways Matters– Resolve to purchase and install speed indicator device. To discuss response from Highways regarding Redbourne Road and decide how to in for the Parish of contents.
Following numerous email spanning a number of years the council have finally received as response from Highways regarding the parish council paying to install further signage along Redbourne Road. The clerk reported the response received:
“Thank you for the emails regarding Redbourne Road, Waddingham. Joe has asked me to reply to this on his behalf. Apologies for the delay in replying, but I have now had chance to gather some information.
Firstly, regarding the Parish purchasing their own signs, I would say please do not pur-chase any as any official highways signage would be for us to install if necessary.
I have been to site and looked at the existing situation and can confirm that there are cur-rently road narrows signs either side of the pinch point, as well as a staggered junction warning sign when travelling into the village. There are also SLOW markings adjacent to these, and I will arrange for them to be refreshed in due course.
It was also noted that there was a yellow reduce speed 30 signs (I believe possibly part of the community speed watch initiative) that was also present.
As such the current signage appears to be as would be expected, with the relevant hazards highlighted to the road users. As you rightly point out however, there are no ‘pedestrian in the road’ signs along this length, but based on the accident data we have available on the database, the only accident in the last 5 years in this vicinity involved a single vehicle avoid-ing a pheasant, so none which involve pedestrians in any way.
I do appreciate however that the footway section ends when leaving the village and there are multiple properties further up Redbourne Road which may mean there is a slightly higher than average usage of the road for walkers, however with a remit to keep signage to mini-mum where possible, we would not normally install these in such a situation, especially within an existing 30mph with no accident record, although we can keep this under review, but we do have to apply a consistent policy countywide.
I have also spoken with Graeme Butler from the Road Safety Partnership who mentioned that through yourself Charlotte, the Parish are currently in discussions regarding reactive signage through their initiative which I agree would be a good idea and hopefully help with traffic speeds along this length. I hope this can be achieved, and from the feedback from oth-er Parishes who have used this it leads to some positive improvements.
I hope this updates you both on the situation in time for your meeting to share with the council members, and hopefully between the reactive signs (once agreed), and refreshing the SLOW markings, we can make a positive impact on safety at this location.”
Following discussions where councillors expressed their dismay that no more signage would be al-lowed as is county policy it was unanimously resolved to purchase and install two speed indicator devices. One will be permanently positioned on Redbourne Road the other will be able to be moved to suitable sites throughout the parish. Clerk to contact the Road Safety Partnership and purchase ASAP. The signs will be funded using a grant from the Constable Ings Trust – to improve the safety of the local environment.

It was reported that a new road surface on Clay Lane to the pumping station is messy and in need further work. Clerk to contact Anglian Water

0203/17 Telephone box refurbishment update- The phone box refurbishment had halted due to the weather.
