0709/1 Apologies for Absence
Apologies were accepted from Cllr Summers.
0709/2 Declaration of Interest

Cllr L Williams declared an interest in correspondence item on the agenda as secretary for the Triangle Lincs. To note dispensations given to any member of the council in respect of the agenda items listed None requested.

The minutes of the Parish Council Meetings held 6th July 2022 were signed as a true and accurate record.
0709/4 Matters Arising- nothing additional to agenda items listed
0709/5 County Councillor/District Councillor Report
Cllr Bunney reported that the policing team is changing. There will be a new inspector for this area. Parish Councils will be surveyed in the future regarding budgeting. Cllr Tiley asked how the cost of living increase is likely to impact on services such as leisure centres. Cllr Bunney confirmed this is currently under discussion and WLDC are planning an energy summit. Cllr Tiley expressed concern regarding vulnerable people in the area. Cllr L Williams to write an article for the Triangle to let people know where funding can be found- including making residents aware of the Poor Close Trust.
Cllr Bunney asked if the flood relief scheme had work successfully during recent heavy rainfall. It was confirmed that it had. There are still concerns regarding maintenance of the relief scheme which have not been resolved. Cllr Bunney to contact LCC to attempt to move forward.
0709/6Police report
PCSO Law had sent an email explaining that the police are no longer able to provide incident reports for Parish Council meeting due to pressure on police time. Cllr A White volunteered to provide a report for the council meetings using data from the Police website.

0709/7 Clerk's report
The clerk reported that she has the VAT reclaim has now been paid into the parish council’s bank account. A total of £2470.47 has been repaid for the previous 2 years. Mr and Mrs Grafton have sent thanks to the parish council for purchasing the items needed to refurbish the phone box. The clerk attended the memorial of Cllr Strange and represented the Parish Council at the memorial.
0709/8 Correspondence for discussion- (resolved to move item up the agenda due to letters for grant funding being received)
The clerk read out letters from the Triangle Lincs Magazine requesting grant funding for help with production costs of the magazine and Waddingham PCC for grant funding towards the cost of grass cutting at St Mary’s Waddingham and St Peter’s Church. Following discussions it was resolved to grant both the Triangle Lincs Magazine and Waddingham PCC £400.
Following correspondence regarding opting out of the SAAA central external auditor appointment arrangements it was resolved to continue with the current arrangement and NOT to opt out.

(iv) Waddingham PCC, grant for grass cutting- £400
(v) Waddingham Village Hall, meeting room hire cost- £60

0709/10, Flood relief scheme and beck cleaning matters
Cllr L Williams reported that there has been no further correspondence from LCC regarding the ownership of the flood relief scheme and who is responsible now. The ongoing issues with the bank slippage remain a concern for the Parish Council. Cllr A White expressed serious concerns regarding the safety of the bank which is now no longer the responsibility of the Parish Council- especially near the footpath where there has been considerable bank slippage. Cllr Bunney said he will raise the issue again with LCC’s Chris Marsh.

A letter has been received from a concerned resident regarding the weeds in Waddingham Beck. The parish council have paid for a large area of the beck to be cleared. Resolved: Clerk to contact the contractor and request that the rest of the beck is cleared. Following further discussions it was resolved that a letter will be delivered to relevant households, and an article placed in the Triangle regarding the riparian responsibilities of householders along the beck.

0709/11 Playpark update- Clerk reported that the funds in the Lloyds Play Park account total £3312.69. Clerk to now contact WLDC and Biffa to discuss options for match funding or grant funding. LALC have advised that there is no issue with placing a play park on the Village Green but advised that Planning at WLDC should be consulted prior to any action.

0709/12 Constable Ings Trust- Grants are available from the trust to improve the local environment. Cllrs J & G Thacker have investigated a number of recycled plastic bench options which were presented to the Council. Resolved to purchase 4 large benches from CostcuttersUK and 4 anchor kits.

0709/13 Highways Matters including installation of SID on Redbourne Road- The second SID has been delivered and is currently installed on Brandywharf Road. Residents have reported that the majority of vehicles do slow down when passing the signs. Data has been collected from the Redbourne Road device. One vehicle has been recorded entering and leaving the village in excess of 80mph. Cllr L Williams to forward data to the police and Lincs Road Safety Partnership.

There is an overgrown Hedge on Stainton Avenue. Cllr Kirman to cut back with assistance. Further overgrown hedges were reported through Joshua Way, Pinnings Lane and Snitterby Road. Letters to be sent to land owners requesting that the hedges are cut back.

0709/15 Planning Matters: PA144360- application to erect 7 houses at the Marquis of Granby- Parish Council to submit objections. Cllr Bunney suggested asking Cllr Summers to request the application is called in to be determined by Committee. Clerk to contact Cllr Summers.

0709/16- Telephone Box Refurbishment-Items for the phone box refurbishment have been purchased and refurbishment is now underway.
