0211/1 Apologies for Absence-Apologies were accepted from Cllr G Thacker, Cllr J Thacker, Cllr B Tiley, Cllr A White and the Clerk
0211/2 Declaration of Interest

The minutes of the Parish Council Meetings held 7th September 2022 were signed as a true and accurate record.
0211/4 Matters Arising- nothing additional to agenda items listed
0211/5 County Councillor/District Councillor Report
Cllr Bunney reported that the policing team has now changed. He requested that the parish council complete surveys sent from Lincolnshire Police and Fire and Rescue. Cllr Bunney asked for the Council to give consideration to highways issues in the area and forward him 2 priorities.
0211/6 Police report-No report available
0211/7 Clerk’s report-The clerk was unable to attend due to illness. A report was read out. Following the September meeting it was resolved that AJ Williams was to be instructed to clear the remainder of the village beck that was still choked with weeds. This has now been completed. A resident has contacted the clerk regarding the article in The Triangle about maintaining the beck and riparian rights. She had expressed concerns that a number of residents were unaware of such responsibilities until the article was published. New benches have been ordered for the Village Green which have been purchased with funds from The Constable Ings Trust.
Grant funding is available from WLDC for a playpark. The application form and guidance notes have been forwarded to the Chair. There is currently £3312.69 in the play park bank account.

Following scrutiny of accounts it was resolved to estimate a precept of £8500

0211/9 Correspondence for discussion- All emails have been circulated. None for further discussion
0211/10, Flood relief scheme and beck cleaning matters -Resolved Cllr P Williams will monitor the flood relief channel and report any issues to the flood team at LCC. £1359 (the remaining original flood relief grant) has been paid to LCC to cover the cost of clearing the flood relief channel.
AJ Williams have now completed the remainder of the beck clearing. Cllr L Williams to circulate further details regarding riparian responsibility to those concerned.

0211/11 Playpark update including action plan for applying for grant funding-
There are no grants available from Biffa for play equipment funding as Waddingham is outside of their designated area. Resolved Cllrs G Thacker, J Thacker and L Williams. To form a working party to make a plan for the park and complete WLDC match funding grant form. The plan will then be put to the parish. Location will be decided in the future.

0211/12 Constable Ings Trust-.The signatories on the Constable Ings Trust account need changing. Cllr L Williams to go in to branch to investigate the procedure.
0211/13 Highways Matters including installation of SID on Redbourne Road- Both SIDs are working. Cllr L Williams delivered a report which will be shared with the Road Safety Partnership and Lincs Police. The report shows that there are some vehicle entering and leaving the village in excess of 70mph which is very worrying.
Cllr Kirman has cut back the overgrown hedge on Stainton Avenue. Work on the B1205 is underway and will soon be completed.

0211/14 Planning Matters: PA145360- application to erect 7 houses at the Marquis of Granby- Public consultation underway.
0211/15- Telephone Box Refurbishment- The parish Council have been contacted by members of the public asking when the phone box refurbishment will be complete. Clerk to contact the volunteers for an update and offer help.
