0607/1 Apologies for Absence

Apologies were accepted from Cllr J Hill, PCSO Law and Cllr Summers.

0607/2 Declaration of Interest

0607/3 Minutes of Previous meeting to be approved and signed.   

The minutes of the Parish Council Meetings held 4th May 2022 were signed as a true and accurate record.

0607/4 Matters Arising- Cllr Bunney advised that consultation regarding solar farm is now under way.  More information is available at www.7000acres.co.uk.  The Platinum Jubilee picnic was a great success.  Many people have requested that more events like this are run.  The Parish Council and Village Hall committee worked closely together.  Thanks were expressed to all involved.

0607/5 County Councillor/District Councillor Report

Cllr Bunney delivered his report:

Defibrillators – Heart Start Machines

Every minute without CPR [cardiopulmonary resuscitation] and defibrillation reduces the chances of survival for a heart attack patient.   The NHS and Ambulances services are promoting ‘The Circuit’ a National Registration scheme for outside defibrillators.  999 response teams will use the database to inform callers of the device locations and how to access them.  Many of Lincolnshire’s defibrillators are registered but not all.  Parishes are asked to check that all external machines are registered.  Details can be found at: www.thecircuit.uk 

Good Homes Alliance 

Lincolnshire County Council are exploring how they residents to repair and improve their homes. Including those that need to make adaptations, so they can live independently.  To create a viable and effective scheme officers need to know what information and services residents need to access to make these improvements.  Therefore, residents are invited to help provide this information by completing a short survey or sharing ideas on The Let’s talk Lincolnshire Platform.   Information can be recorded on a resident’s own behalf or that of a relative/friend/neighbour.

UK Shared Prosperity Fund

West Lindsey District Council have received a grant of £2.7million from the UK Shared Prosperity Fund to spend on improving the district.   [UKSP is the grant money made available by The Government to replace European Grants].  The exact schemes which will benefit from the fund have yet to be finalized.  They will be based on the following themes: Crime, Fuel Poverty, Community Infrastructure for the young and elderly, access to broadband and education/training opportunities to develop the skills of local people.  

UKSP schemes are in addition to projects covered by The Corporate Plan. 

I will be working with local members to ensure that the UKSP projects benefit the whole district and not just the major urban areas.

0607/6Police report

PCSO Law had sent an incident report.

There was 1 incident of interest to the parish. This was not a crime and no further details were available due to data protection

0607/7 Clerk's report

The clerk reported that she has resubmitted the VAT claim which appears to have bene lost by HMRC.  The Platinum Jubilee grant has not been paid.  Clerk has contacted WLDC who have confirmed it will be paid on Friday.

0607/9 Correspondence for discussion- None

0607/10 To appoint a Parish Council Trustee on to the James Thompson Charity following the end of Cllr G Thacker’s term of office ending September 2nd 2022

Cllr L Williams proposed Cllr G Thacker

Seconded by Cllr Coman.  All agreed.  Resolved Cllr G Thacker to be re-appointed as Parish Council Trustee on the James Thompson Charity.

0607/11, Flood relief scheme and beck cleaning matters 

The beck is overgrown.  Permission has been grated from the Environment Agency to spray the beck.  Clerk to contact AJ Williams to ask for the work to be completed as soon as possible.  Cllr Bunney reported that the flood relief channel work is still on the agenda for Lincs CC.

0607/12 Playpark update- Clerk noted that she has now had a text message from Lloyds bank to confirm the signatories have been updated.  Once the bank statement has been received the monies can be transferred to the parish council to enable the project to move forward.  Cllr G Thacker has had some quotes for some low level paly equipment and Cllr Bunney advised that match funding is available from WLDC.  Clerk to contact LALC regarding the legality of placing play equipment on a village green.

0606/13 Constable Ings Trust- Grants are available from the trust to improve the local environment. There have been requests from residents for new benches to be placed on the village green to replace the current ones.  Recycled plastic options to be investigated.

0607/14Highways Matters including installation of SID on Redbourne Road- One SID has been installed on Redbourne Road.  Residents have reported that traffic has slowed down as a result. In order to monitor the data a laptop is needed.  Resolved to purchase a suitable laptop. Another movable SID is due for delivery towards the end of the month.  

A number of complaints have been received regarding HGV vehicles travelling though the village at a speed that residents feel is unsafe.  Clerk to contact the company concerned.

0607/15 Planning Matters Local Plan Consultation document was circulated 31st May 2022. PA144572- Application for garden room extension- granted.

0607/16 Telephone box refurbishment update- The phone box refurbishment in underway.
