Minutes of the Parish Council Meeting held on Wednesday 3rd January 2024, 7pm at Jubilee Hall
Present: Cllrs L Williams (Chair), P Williams, G Thacker, J Thacker, C Jones, S Kirman, E Law, B Tiley and the Clerk

Public participation- Contractor Ian Moore attended the meeting. He has dredged the beck and reported that a large amount of silt was removed. In his opinion there are some issues which need investigating with a camera and a non-return valve also needs fitting.
01/24 Apologies for Absence- None
02/24 Declaration of Interest
a. To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. To note dispensations given to any member of the council in respect of the agenda items listed- Cllr Law declared a personal interest in item 11 on the agenda.
03/24 Minutes of Previous meeting to be approved and signed.
The minutes from Wednesday 8th November were signed as a true and accurate record.
04/24 Matters Arising- Cllr Thacker is going to request a price for the railings to be refurbished as Anglian Water are not able to complete the work.
05/24 County Councillor/District Council report- District Councillor Duguid was not in attendance.
County Councillor Bunney reported that he has met with Highways officers to discuss flooding issues. He also explained that the Devolution Debate is now running. Lincolnshire County Council, North Lincolnshire Council and North East Lincolnshire Council have secured a devolution deal with government worth over £750 million which, if progressed, means money and power can move from government to decision-makers in Greater Lincolnshire.
To seek this level of powers, money, and a say in how it is spent, local councils must produce a draft proposal and consult on it. The proposal sets out to government how devolution could work in Greater Lincolnshire including the creation of an independent body called a mayoral combined county authority.

The three councils are now seeking views before deciding whether to submit the proposal to government either in its current form or in an amended form.

(a) Final Precept Request 2024/25
Following scrutiny of the accounts it was resolved to increase the precept to £9900. The increase is due to inflation and also provision being made to ensure there are funds available to clear the village beck.

09/24 Correspondence for discussion- All correspondence has been circulated. None for further discussion.
10/24 Removal of village post box- Following the closure of the village shop and post office the post box which was located at the post office has now been removed. Parishioners have expressed concern that there is now only one post box in the village. Cllr L Williams has contacted the Post Office to request an additional post box. A reference number has been issued but no further contact has been received. Cllr Williams will follow up the matter.

11/24 Flood relief scheme and beck cleaning matters- There was no update regarding the amendments being made to the flood relief scheme by LCC Highways. The Council resolved that the investigative camera work should be carried out on the beck and any blockages be cleared if found. It was also agreed that a non-return valve should be fitted at the culvert. The approximate cost will be £650.
12/24 Emergency Plan- Cllr Tiley and Cllr Law had circulated the draft plan prior to the meeting. The plan was reviewed. Some minor amendments suggested. The plan will now be finalised. Cllr Tiley and Cllr Law were thanked for their hard work in putting the plan together.
The bin and sand for sandbags has now been purchased and sited in the village for villagers to use in an emergency.

13/24 Play area update -Cllr Williams reported that the application for the grant to purchase play equipment and fencing has been successful. Parishioners will be invited to a consultation event. Further funds for the play area are being held by Lloyds Bank.
14/24 Constable Ings Trust- Further information was required by Skipton Building Society to open the account. Signatories to visit a Skipton Branch with their ID.

15/24 Highways Matters- Highways have temporarily repaired some potholes. These now need refilling as the temporary fix has been unsuccessful. The footpath from the village to Old Mill Farm has now been cleared. Notification has been received that the road from Waddingham to Brandywharf will be closed for 2 weeks commencing 16th January.
16/24 Planning Matters: PA147687 re PA141907,application for approval of reserved matters to erect 4 dwellings land east end of the Wolds- no comments to make.
