Minutes of the Annual Parish Council Meeting held on Wednesday 1st May 2024, 7pm at Jubilee Hall

Public Participation – An issue was raised about the repairs to Cliff Lane not being of a good standard. This was explained by Cllr. Bunney that the recent repairs were temporary and that there will be a road closure and permanent repairs carried out within a year. It was requested that there should be time limits and requests for respectful use of the proposed play area. The council were informed by a member of public of some survey work being done at the entrance to Waddingham from Brandy Wharf road.
46/24 Election of Chair – Cllr G Thacker nominated Cllr L Williams. Seconded Cllr A White. 6/7 in agreement, 1 abstention.
47/24 Election of Vice chair – Cllr J Thacker nominated Cllr A White. Seconded Cllr C Jones. 6/7 in agreement, 1 abstention.
48/24 Apologies for Absence – apologies were accepted from B Tiley and the Clerk. Cllr P Williams to take notes of the meeting in Clerk’s absence.
49/24 Declaration of interest.
To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. To note dispensations given to any member of the council in respect of the agenda items listed- None.
50/24 Minutes of Previous meeting to be approved and signed. The minutes of the Parish Council Meetings held Wednesday 3rd April 2024 were signed as a true and accurate record.
51/24 County Councillor/District Councillor report – County Councillor Bunney reported that an agreement had been reached about the Scampton Joint Project for civilian development. Cllr A Duguid was not in attendance, and it was noted that he had not attended any of the Parish council meetings since he was elected last year. It was resolved to contact Cllr Ian Fleetwood, leader of the Conservative group of West Lindsey District Council to inform him about this and to ask what we should expect from our district councillor.

52/24 Police Report – Cllr White reported that there were no incidences reported in the Parish. It was also noted that the online report was difficult to navigate. Cllr Bunney informed us that Inspector Michael Head is going to make training available for clerks online via Teams with respect to this police report.
53/24 Clerk’s report - The clerk was absent so no report.
54/24 Finance
(a) Accounts for Payment – resolve to pay:
(i) C Wright salary April - £293
(ii) C Wright salary May - £293
(iii) C Wright expenses April and May - £20
(iv) AJ Willias grass cutting - £192
(v) LALC annual subscriptions - £228.59
(vi) Village Hall room hire - £60
(vii) PAYE £TBC
(b) Annual Audit and Account – to approve the Annual Governance Statement and the Accounting Statement. – following scrutiny of the accounts and internal audit it was resolved to approve the Annual Governance Statement and the Accounting Statement
(c) Parish Council Insurance – It was resolved to continue with the current insurer for the next year.

55/24 Correspondence for discussion
(a) LCC Traffic Management Policy read and noted.
56/24 Removal of village post box – update. There has been no response so far from the post office. It was also noted that another letter box in the area at Pyewipe farm had also been removed. Cllr LW to continue chasing this up.

57/24 Flood relief scheme and beck cleaning matters Cllrs P Williams and White have carried out a survey of the flood relief channel and reported that there were 3 branches in the channel which are to be removed by Cllr White. It was also reported that the slippage along the channel is getting worse. There were no issues re flow. County Cllr Bunney confirmed that the funding for the repairs to the channel is in the budget and works should start soon, as agreements have been made with the landowner and his agent.
The beck was checked by Cllrs White and P Williams and some branches were removed from the culvert at Redbourne road. The beck is flowing well. There are small amounts of reeds growing and it was resolved to keep a close eye on this and to use weed killer if there is overgrowth of reeds. It was noted that it was best to maintain the balance between ecology and water flow.

58/24 To discuss progress regarding repair and refurbishment of barriers -Cllr G Thacker is getting quotes for this for discussion at the next meeting.

59/24 To review and adopt the Emergency Plan – this will be published once the response from the Methodist Chapel has been received.

60/24 Play area review and update – It was confirmed that the fencing in the plan was to be wood like and not brightly coloured. It was resolved to add the swinging chair to the play area. It was explained that the equipment will be ordered as soon as the issues with banking have been resolved.

61/24 – Constable Ings Trust – it was noted that the opening of the new account with The Skipton Building Society is still in progress.

62/24 Highways matters –
(a)The path between Snitterby and Waddingham is not fit for purpose due to overgrowth of weeds and needs clearing. LCC Highways to be informed.

(b) There is a serious pothole near the speed sign on Redbourne road, this has been repaired several times, but the repairs have failed every time. This is a danger especially to cyclists. Resolve to report on Fixmystreet.

(c) North Ramper at Brandy Wharf is in very poor order. The upkeep of it is the responsibility of landowners and tenants with land abutting North Ramper.
It was resolved to send a letter to those responsible asking for a solution.

63/24 Planning Matters – A comment has been made by the Parish council with respect to PA 147909, explaining concerns about the proposed development.
64/24 – To discuss and review street lighting – Cllrs P Williams and White surveyed the street lighting in Waddingham. One light was faulty. This was reported and has been repaired. It was noted that the street lighting in Waddingham village does not allow for safe walking during the hours of darkness and it was resolved to investigate how this can be improved.
