0601/1 Apologies for Absence
Apologies were accepted from Cllr A White, Cllr J Hill, Cllr D Stones

0601/2 Declaration of Interest
     a. To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared.   R Coman declared an interest in PA141907.    To note dispensations given to any member of the council in respect of the agenda items listed None requested
    
        0601/3 Minutes of Previous meeting to be approved and signed    
The minutes of the Parish Council Meetings held on 25th November 2020 were approved and signed as true and correct.

0601/4 Matters Arising- No matters arising.

0601/5 County Councillor's/District Councillor's Report
Cllr Summers reported that work has begun on a new Operational Services depot at Caenby Corner to replace depots at Gainsborough and Market Rasen that are not fit for purpose.

0601/6 Police report
I crime has been recorded- a theft of a tractor battery from Clay Lane.   

0601/7 Clerk's report
A Yates has not attended a meting for a number of months and has not responded to correspondence.  Clerk to contact WLDC as it is assumed he has resigned.  Clerk to contact WLDC. 
                                                ACTION: Clerk
 A  notice regarding a planning application had been placed on the council notice board and covered a number of other items.  It has now been removed.   The tape has caused some damage and some still needs removing.

0601/8 Finance
 (a) Accounts for payment- resolved to pay
C Wright- Salary and expenses- £522.56


   (b ) Final Precept Request 2021/22    
    Resolved to precept for £8500

(c)    To review bank mandate and signatories
Clerk to contact Cllr Stones regarding the information needed to complete the mandate.

0601/9 Planning applications and decisions: -
PA141752-     Application for approval of reserved matters to erect 1no. dwelling, public consultation underway, PA141655- application for conversion of outbuilding to annexe, The Cottage Church Lane Waddingham Gainsborough DN21 4SU-granted, PA141714- Notification under Electricity Act 1989 Overhead Lines Exemption Regulations 2009 - reference ENQ5450215 - upgrade equipment on existing overhead line, Waddingham Grange- no observations/objections, PA141907- Land East of the Wolds, Waddingham- application for 4 dwellings- parish council comments submitted.  PA141922, Brandy Wharf Piggery- Parish Council comments submitted.    

0601/10 Highways matters including Redbourne Road- A member of the public has written to the council regarding speeding traffic on Redbourne Road.  Clerk to contact LCC again as this has been an ongoing matter on the agenda regarding road signage and contact a local haulage company requesting that their drivers slow down when travelling through the village.

0601/11 Flood relief scheme and beck cleaning matters- A meeting has been arranged on site with Paul Brooks, LCC  Flood Relief Manager in January.  Cllr Summers and the land agent for the land owner stated that they would like to attend the meeting also.  Clerk to contact LCC to make the request.

0601/12 Co-option of new Councillor- Clerk reported that there has been no interest in the parish councillor vacancy.  

0601/13 To discuss Chafer Grubs on the Village Green
There is a large area of the village green which has been damaged by Chafer Grubs.  MKS groundcare have sent a quote for dealing with the Chafer Grubs which was too expensive.  Cllr Thacker and Cllr Summers to continue to investigate options.

0601/14 To discuss upkeep of War Memorial- It has been noted that the War Memorial is in need of some refurbishment, Cllr L Williams has carried out some investigations and before the parish council are able to carry our any work on the memorial the custodian of the memorial needs to be found.  This may be the church as it is on church land.  Cllr P Williams to investigate further.

0601/15 To discuss Parish Council website and email addresses
All parish councils now need to have an accessible website.  The clerk has been working with LCC and Waddingham now have a new website deemed fit for purpose.  Information on the website will be kept to a minimum and include minutes, agendas and PC financials.  LCC have provided links to search for planning applications, find bin dates and report highways faults.  The waddingham.gov website will be closed in the future and a new email address used.  Parish Councillors were advised to set up their own email address which they use for PC business only.
