Minutes of the Annual Parish Council Meeting held on Wednesday 5th May 2021 remotely.

0505/1 Election of Chair
Cllr White proposed Cllr L Williams. Seconded Cllr Hill. Resolved unanimously Cllr L Williams to be Chair.

Cllr L Williams proposed Cllr A White. Seconded Cllr P Williams. Resolved unanimously Cllr White to be vice-chair.
The Council meeting was suspended for the public forum
No members of the public were present.
The council meeting was reconvened.

0505/5 Minutes of Previous meeting to be approved and signed
The minutes of the Parish Council Meeting held on Wednesday 3rd March 2021 were approved and signed as true and correct.

0505/7 County Councillor's/District Councillor's Report
Cllr Summers reported that the Sustainable Environmental Strategy is going to full council in June which will enable WLDC to comply with Government requirements to be carbon neutral by 2050. The estimated cost is £6.5m (£2.25 per hear per annum). Lateral flow Covid test are being carried out in Market Rasen and Gainsborough. Restart grants are being distributed- £4m in the first week.

BURGLARY
1 1 Doors have been smashed to gain entry to a workshop in Sandhayes area. Once inside the workshop has been searched and attempts made to steel vehicles.

THEFT
SUSPICIOUS CIRCUMSTANCES
2 0 1 x Caller had seen posts on FACEBOOK re dog thefts and after seeing a van with a dog on the seat the caller presumed it may be suspicious. No registration obtained. No crimes.
Note; contrary to public perception it is quite rare for dog thefts to occur in Lincolnshire.
1 x Caller felt that a van was acting suspiciously around A15 area. Registration was obtained and checked and there is no intel to suggest that this vehicle is suspicious. No crime.
0505/9 Clerk's report
Future meetings will now need to be held face to face. A venue will need to be found.
Annual end of year accounts are still with the internal auditor. VAT reclaim from 2019/2021 has not been received. Clerk to contact HMRC.

0505/11 Planning Matters: PA141907- Land East of the Wolds, Waddingham- application for 4 dwellings- granted, PA142358- Lindum, The Green- application for a proposed porch- granted PA142444- Application for change of use of public house into 1 dwelling- The Marquis of Granby- refused. PA142645- Application for approval of reserved matters to erect 1 dwelling, Old Chapel Court-awaiting decision.
0505/12 Highways matters- Including Redbourne Road and Bank at Brandywharf
Members of the parish have contacted Cllr Summers regarding traffic issues on Redbourne Road. The Parish Council are currently investigating improvements to road safety signage and it’s costs for the Redbourne Road. Cllr Summers has emailed highways at LCC but has not received a response. Resolved to contact the Lincolnshire Road Safety Partnership to offer a financial contribution towards improvements. Cllr Summers to also contact the Road Safety Partnership. Cllr L Williams to contact highways department to report damage to beck verge edge on Redbourne Road allowing the beck to spill on to the highway during heavy rain.

0505/13 Flood relief scheme and beck cleaning matters- to discuss on future actions regarding the flood relief and beck cleaning.
Cllr P Brookes was unable to attend due to technical difficulties. He provided a brief update of progress to date. The responsibility of the council is to monitor and maintain the flood relief. The council are awaiting a further response from Sir Edward Leigh. The Parish Council has documentation showing that the flood relief scheme had a design fault from the outset. Resolved that Cllr P Williams and Cllr J Summers be part of a working party with Paul Brookes from LCC and the landowners agent.
0505/14 To discuss a playpark.
Cllr Summers suggested the land near to the Village Hall as there is already parking facilities there. Council to pursue 2 options- playpark on village green and playpark on another location central to the village. Safeguarding would need to be carefully considered. Cllr L Williams to write to landowner t gauge their interest.

0505/15 Councillor Vacancy
Cllr Stones has resigned from the parish council. WLDC have been informed. There are now 2 vacancies on the council. One position is available immediately for co-option. Anyone who is interested should contact the clerk. Cllr L Williams to write a piece to go in local media to explain the role of a councillor.

0505/16 To discuss Chafer Grubs on the Village Green
Wild birdseed and grass seed has been spread on the Green 7 times by Cllr Thacker to encourage the birds. Chafer Grubs appear to be in decline.
0505/17-To discuss upkeep of War Memorial.
Cllr P Williams has been in touch with WLDC conservation people who confirmed that they have no responsibility for the memorial. He has contacted the Commonwealth War Graves Commission for information and advice and is awaiting a response.
0505/18 -To confirm change of Parish Council email address.

Wednesday 7th July 7pm- Venue to be confirmed.
An earlier meeting will be held once the internal auditor has completed his audit.
