Minutes of the Parish Council Meeting held on Wednesday 1st September 2021 at Jubilee Hall

Public participation
A member of the public enquired about the phone box refurbishment. Unfortunately, the builder who was contracted to carry out the works is no longer able to complete the job. The idea of enabling allowing the community to use the grant was discussed.
A member of the public brought speeding traffic to the attention of the councillors. He is currently in discussions with the Road Safety Partnership and is setting up a community group Waddingham Against Speeding (WAS). More volunteers are needed for 1 to 2 hours for 2 or 3 days per week. Snitterby Road, Common Road and Redbourne Road are areas of particular concern. Cllr L Williams explained that the parish council tried and are still trying to get LCC to make changes to the highways. The council have even offered to fund some signage. Cllr L Williams and County Councillor Bunney met on site after the July PC meeting to discuss the issues. CC Bunney has since met with Joe Phillips, head of LCC Highways to reiterate the problems in the village. Joe Phillips has stated that an assessment is being carried out in conjunction with the Lincolnshire Road Safety Partnership.

0109/5 County Councillor's/District Councillor's Report
Cllr Bunney has met with LCC highways to discuss the issues of speeding traffic in Waddingham. This item is ongoing. He reported that he has a meeting also at Brandy Wharf regarding the road surface. Lincs CC Highways have identified the issue and it has been placed on the schedule of work. This could be a number of years before t is completed.
DC Summers was not present however Cllr Bunney reported that the Central Lincolnshire Plan has gone through.
0109/6 Police report
PCSO Law attended the meeting. 1 incident had been reported but no crime committed. She stated that people can report speeding vehicles on 101. Note the number plate, time and date. If enough people report a vehicle the police can speak to the owner. Parking violations can be reported on fixmystreet.com

0109/10 PA143154- Planning for change of use of Post Office to 1 dwelling- refused PA143052- Application for approval of reserved matters for the erection of 7 dwellings, Land to rear of Marquis of Granby- consultation underway. PA143218- Planning for Change of use of public house into 1 dwelling- granted. PA143447- Planning for conversion of existing outbuilding to residential. PA143448- Listed building consent for conversion of existing outbuilding to residential. PA143460- Planning for 1 agricultural worker dwelling- variation (change to brickwork)- no comment
0109/11 Flood relief scheme and beck cleaning matters Minutes from the meeting with Paul Brookes have been received. Channel is not considered in a suitable condition to pass over to riparian owners- it was faulty when built and is still faulty. It is no longer the responsibility of the council.
Clerk to contact IG Watson for a quote to clear the beck of weeds.

0109/12 Highways Matters including Redbourne Road and a verbal complain about the timing of the traffic lights at Brandy Wharf – Cllr Bunney reported he has met with the head of highways to discuss the issue of speeding in Waddingham. Following the public participation, he will also draw the issue of speeding on Common Road to the attention of Highways. Highways have stated that they will investigate the matter. The parish council expressed their frustration that nothing has been done to date.
It was noted that a verbal complaint has been received about the timings of the traffic lights at Brandy Wharf.
0109/13 To review parish council policies and procedures- Item to remain on the agenda.
0109/14 To discuss and resolve next steps regarding phone box renovation- The contractor employed by the parish council is no longer able to complete the renovation. Resolved to allow the community to refurbish the phone box using the grant received from the District Councillor Initiative Fund.
0109/15 To discuss a play park- It was agreed that a park would only consist of low-level equipment suitable for primary age children. Cllr G Thacker to continue to investigate.
0109/16 Correspondence- all emails have been circulated. Letter regarding defibrillator to be passed to the village hall committee
0109/17 Councillor Vacancies
There are still 2 vacancies on the parish council. Anyone interested in joining the council should contact the clerk.
0109/18 To discuss surveying/pruning of village trees- Resolved clerk to contact Lincolnshire Tree Services for a quote for an Arboriculture report.

0109/19 Report from Cllr P Williams on works carried out on the war memorial- Cllr P Williams and Cllr White have repaired the loose steps. The green algae have been removed and the writing has been cleaned. The Council thanked Cllr A White and Cllr P Williams for their hard work.
