Minutes of the Parish Council Meeting held on Wednesday 3rd November 2021 at Jubilee Hall

Public participation
A member of the public reported that there are a number of vehicles parking inconsiderately around the Marquis of Granby. The parish council advised that this should be reported to the police in 101. A member of the public raised concerns about the village beck being overgrown with weeds. He was advised that the council are in discussions with the Environment Agency who have stated that they are planning to come and cut the weeds on the stretch they are responsible for. The member of the public was advised that the stretch of bank the parish council is high on the list of priorities.

The minutes of the Parish Council Meetings held 1st September 2021 approved and signed as true and correct.
0311/4 Matters Arising- None
0311/5 County Councillor's/District Councillor's Report
Cllr Bunney reported that a number of potholes have been repaired. Investigative work has been carried out at Brandy Wharf Bridge which has found that extensive work needs to be undertaken. This is classed as priority work and it is hoped that work will commence in the next financial year. Officers from the County Council are undertaking a study to see if it would be beneficial/viable to have 20mph zones throughout residential areas. Cllr Bunney also reported that the police have requested that people report crimes to 101. The reports are used to build up evidence of the need for policing in an area and to ensure there are sufficient poclice in the area.
WLDC have now adopted the nationally agreed code of conduct. Parish Councils may be encouraged to adopt this code in the near future. Waste collection will be changing. Households will soon have 3 bins. The new bin will be for dry recyclable paper and cardboard. If the parish council proceed with a playpark there should be match funding available from WLDC.

0311/6 Police report
PCSO Law was unable to attend. A report was provided. 2 incidents had been reported. Neither were crimes.

The clerk had nothing to report that was not covered on the agenda.

Following scrutiny of the accounts from 2020/21 and the income/expenditure of the current financial year it was resolve to precept for £8500
0311/9 Planning Matters PA143052- Application for approval of reserved matters for the erection of 7 dwellings, Land to rear of Marquis of Granby- refused. PA143447- Planning for conversion of existing outbuilding to residential- awaiting decision. PA143822- Planning application for change of use of post office to 1 dwelling- public consultation underway- no objections.
0311/10 Flood relief scheme and beck cleaning matters
The Environment Agency have cleared some weeds. The clerk and Cllr L Williams have been liaising with Elizabeth Bowlt, Asset Performance Advisor at the Environment Agency to establish which section of the beck the Parish Council are responsible for. Elizabeth has confirmed that Waddingham Beck is designated as a main River from the River Ancholme up to the road at the northern boundary of the Green in Waddingham (National Grid reference 498510), upstream of this point Waddingham Beck is riparian maintained. Concerns were raised about the build-up of weed and silt in the beck should there be heavy rainfall. Resolved to instruct Ingram Watson to clear beck from Redbourne Road to the village hall. The parish council is in discussion with the flood prevention team at LCC with reference to the maintenance and repair of the flood relief channel.
0311/11Highways Matters– as noted during public participation, major work is required at Brandy Wharf which is due to take place during the next financial year. Cllr L Williams has been investigating the possibility of the parish council purchasing some signs for Redbourne Road and erecting them. Cllr Bunney to contact LCC highways to establish the correct procedure and report to the clerk to follow up. Cllr Bunney offered his full support for erecting signs on Redbourne Road.

0311/13 To discuss Local List following letter from Heritage Lincolnshire- Cllr Williams to write a piece for the Triangle asking for parishioners to submit any places in Waddingham that they believe should be added to a local list to www.heritagelincolnshire.org
0311/14 To discuss a play park- Cllr Thacker has received 2 quotes for some low level play equipment. Item to remain on the agenda for further discussion. A site has not been decided upon as yet.
0311/15 Constable Ings Trust including pre-school fencing
Clarification had been sought regarding the grant provided by the parish council for fencing purchased by the pre-school. It was confirmed that should the pre-school change ownership the parish council would not require any grant monies to be repaid.
0311/16 Tree planting at North Ramper
Cllr G Thacker asked the parish council to consider planting trees at North Ramper. Concerns were expressed about the cost of future maintenance. Following a vote it was resolved that trees should not be planted at North Ramper.
0311/17 Correspondence- all emails have been circulated.
Following correspondence from Mr B Milton it was resolved that Cllr J Hill should be reappointed as the Parish Council trustee on the James Thompson Educational Charity.
0311/17 Councillor Vacancies
Council to co-opt a new councillor at the January meeting. There is still one vacancy for a parish councillor available.
0311/18 To discuss surveying/pruning of village trees- Only one company had provided a quote for the tree work following the arboriculture report. Resolved to ask Lincolnshire Tree Services to undertake the work. All necessary and suggested work to be carried out.
