0303/1 Apologies for Absence

0303/2 Declaration of Interest

0303/3 Minutes of Previous meeting to be approved and signed
The minutes of the Parish Council Meetings held on 6th January 2021 approved and signed as true and correct.
0303/4 Matters Arising- No matters arising.
0303/5 County Councillor's/District Councillor's Report
Cllr Summers reported that he is currently assessing the highways in the area and reporting any issues he finds. There has been an increase in COVID cases in West Lindsey due to an outbreak in a care home. WLDC are currently working with Public Health to set up a lateral flow testing centre. Spot checks are being carried out on businesses in the area to ensure they are Covid compliant and also working with HSE carrying out spot checks. In excess of £8m grants have been awarded to local businesses during the pandemic. Council tax will rise next year.

0303/7 Clerk's report
There are currently 2 vacancies on the parish council.
Face to face meetings are expected to resume in the near future- clerk awaiting further government guidance.
Phone box is due to be refurbished in April when the weather is finer.

(a) Accounts for payment- resolved to pay
C Wright- Salary and expenses- £519.34
Account balances: Business Money Manager: £3755.70
Community account: £3668.18
Money held in reserve for flood relief channel: £1359.00
(b) To review bank mandate and signatories
Cllr White to be added to the bank mandate. Signatories will now be Cllr L Williams, Cllr G Thacker, Cllr A White and C. Wright (Clerk).

0303/9 Planning applications and decisions: -
PA141752- Application for approval of reserved matters to erect 1no. dwelling- withdraw PA141907- Land East of the Wolds, Waddingham- application for 4 dwellings- parish council comments submitted. Committee decision pending, PA142358- Lindum, The Green- application for a proposed porch- no objections. PA142444- Application for change of use of public house into 1 dwelling- The Marquis of Granby- Parish Council to submit comments that they are disappointed about the loss of the asset to the community.
0303/10 Highways matters including Radbourne Road- Cllr Summers to contact Highways regarding ‘Pedestrians in Road’ signs for Radbourne Road and also to contact them regarding the dreadful state of the road at Brandywharf. Clerk to report again. Clerk to write to Mr J Rylatt to thank him for his support during the recent heavy rain in helping to prevent the road flooding.

0303/11 Flood relief scheme and beck cleaning matters- The initial meeting with Paul Brookes had to be cancelled due to lockdown restrictions. Clerk has received correspondence stating that the slip is being investigated and a meeting will be held to discuss ways forward and apportionment of costs.
0303/12 To discuss provision of a village play park- No further progress has been made due to lockdown restrictions. Item to remain on the agenda.
0303/13 Co-option of new Councillor- Resolved to co-opt Joan Thacker on to Waddingham Parish Council. Clerk to forward relevant paperwork for completion.

0303/14 To discuss Chafer Grubs on the Village Green
Cllr G Thacker reported that samples have been sent away for testing. It was agreed that an environmentally friendly way of dealing with the grubs would be to spread wild bird seed again to attract the birds who will in turn eat the grubs.

0303/15 To discuss upkeep of War Memorial- Cllr P Williams reported that the church doesn’t appear to have any responsibility for the upkeep of the war memorial. He has contacted WLDC conservation officer to see if it is a listed monument and will contact the war memorials trust for advice on how the memorial should be maintained.

0303/16 To discuss Parish Council website and email addresses
The Waddingham Parish Council email address is now waddinghamparishcouncil@gmail.com. All councillors advised to set up a separate email for parish council work.
