Minutes of the Parish Council Meeting held on Wednesday 2nd January 2019 at Jubilee Hall

0201/3 Minutes of Previous meeting to be approved and signed    

The minutes of the Parish Council Meeting held on Wednesday 7th November 2018 were approved and signed as true and correct.

0201/4 Matters Arising- Cllr White reported that he had taken part in the emergency text alert scheme/snow warden trial.  Grit has not been delivered to the councillors who volunteered to take a 1 tonne bag.  Clerk to contact the Network Resilience Team.
 
0201/5 County Councillor's/District Councillor's report

County Councillor Strange reported that he has received a letter from Robin Gill, at Highways, regarding the water which has appeared on Church lane and is causing damage to the road surface.  Robin Gill states that the water is not indicative if spring water and advised the council to contact Anglian Water.  Anglian Water have tested the water and confirmed that it is not chlorinated water.  Cllr Strange to contact highways again.  Cllr Strange also reported that he will be having  a meeting with Cllr Davies, Executive Councillor- Highways, transport and IT to discuss the highways.  He will forward a date to the clerk so that one member of the council may also be in attendance. Children's services are performing well.  Cllr Strange is currently awaiting a response from Michael Gove regarding a complaint made about destruction of a lapwing habitat.  Cllr Strange to also report footpath 75 (Brandy Wharf) which has been ploughed up.

District Cllr Summers reported that the green waste services has been a success and that uptake was greater than anticipated.  Improvements to waste services in general are currently being discussed.   WLDC are currently looking at further property investments which they may be able to make.  RAF Scampton looks certain to close.  Cllr Summers will submit a response to PA138660.

0301/7 Clerk's report

Clerk reported that a letter had been sent to Welton Aggregates regarding speeding in the village.  WLDC have also been notified that the councils preferred name for the new development off Silver Street is Millers Court.

0201/8 To discuss and review grass cutting contract 2019/20

0201/9 Finance and accounts for payment

(a)To approve and sign the monthly accounts for payment

Resolved to approve and sign for payments: 

(I)    C Wright, salary and expenses- £532.17

(b) Payments received- £5903.00 Groundwork UK (grant for NP)

(c) Final precept request 2019/20- Following discussions regarding possible costs for the election and traffic calming measures it was resolved to to precept for  £7500, the same as for 2017/18.

0201/10 To Correspondence for discussion:

(a) Community Infrastructure Levy- Letter has been circulated.  Currently there are no developments in Waddingham which would attract the levy. There may be in the future.

(b) Tesco Bags of Help Community Fund- Village Hall has already been accepted for the scheme.  

0201/11 Highways matters- Spring on Church Road 

The water leak on Church Road has been reported by the Parish Council, residents and Cllr Strange.  Anglian Water have stated the water is not chlorinated and is therefore a spring which may have developed due to the 'beast from the east' and a long dry summer.  Cllr Strange to follow up with highways.

0201/12-Planning Matters- PA18701- Silver Street Planning application to vary 2 of the planning permission 138051 granted 31 August 2018- resolved council to object to the variations as the site will appear to be too squashed. 

  • PA138800- 1 The Green Waddingham- application for rear extension-no objections  
  • PA 138660- Land to the rear of the Marquis of Granby- application to erect 7 dwellings- resolved to object. 
  • PA138626 & PA138627- Mill Court- application for change of use and alteration to form an annex-no objections.  
  • PA138417-Old Chapel Court- application to erect 1 dwelling- Granted.  
  • PA138390- Land off North Common Road-     application to erect 4 affordable houses withdrawn by applicant.  
  • PA138517- Land at South Carr, application to erect 1 dwelling- refused, 
  • PA138504 - Land to South of Holgate House, application to erect 1 dormer bungalow - granted. 

0201/13- Flood relief scheme and beck cleaning matters- It was reported that all is currently running well.  The land slippage needs monitoring.  Cllr L Williams still trying to contact LCC Estate Management, Sarah Wells, about the new road onto Redbourne Road which may have compromised the flood defences.

0201/14-To discuss and resolve the maintenance of the trees which are the responsibility of the parish council- Following receipt of 3 quotes for a tree survey the PC resolved to accept the quote from Lincolnshire Tree Services.  Cllr White to meet with the contractor towards the end of January.  Following this, quotes will be obtained for carrying out the work recommended.

0201/15-War Memorial Grants- Clerk passes information regarding grants to Cllr Yates.

0201/16-Traffic Calming Measures- email regarding Archer Test which has been undertaken were circulated.  Matter is still under investigation by highways. 

0201/17-To discuss and resolve maintenance of Brandy Wharf Footpath (Footpath 75)- Cllr Thacker has reported to highways that footpath 75 has been ploughed up.  Cllr Strange to also report and follow up.

0201/18-To discuss and resolve parish council's next steps regarding the village pub- PA138660 was discussed.  The parish council do not support the application. A short extension has been granted to enable people to make their representations to the planning department.  Cllr Summers stated he would also support the parish council's objections to the application.  

0201/19-Neighbourhood Plan Report- NP group are working with Luke Brown (Consultant).  Sites for development have been identified and are currently being assessed.  Draft policies are starting to be written.  Plan to include a proposal to make the Marquis of Granby into a village hub/centre.

0201/20-Constable Ings Report- Nothing to report.

0201/21- Confirmation of date and time for next meeting- the next meeting will be on March 6th 2019 at 7pm at the Village Hall

0201/22-Additional items for the next agenda- Chafer Grubs on the Village Green, tree maintenance.

0201/23-To resolve to move in to closed session- Resolved to move in to closed session.

0201/24-To discuss and resolve upon grass cutting tenders 2019-2022- Tenders that have been submitted were discussed.  Resolved to award a 3 year contract to MKS Groundcare Ltd
