Minutes of the Parish Council Meeting held on Wednesday 4th September 2019 at Jubilee Hall @7pm

A member of the public raised concerns about the planning appeal PA138145.  Waddingham Parish Council’s objections still stand.  When the date of the appeal is known it will be publicised on the website and notice board.

A member of the public reported that salesmen had been going from door to door.  Please report any issues to the police on 101.

A member of the public reported overhanging foliage at a property in the village.  The property is currently empty but will be occupied soon.

0409/2 Declaration of Interest

0409/3 Minutes of Previous meeting to be approved and signed    

The minutes of the Parish Council Meeting held on Wednesday 3rd July 2019 were approved and signed as true and correct.

0409/4 Matters Arising

Cllr White asked why the parish council were considering adopting a vexatious policy.  This was following the advice of LALC who had suggested that it was good practise.

0409/5 County Councillor's/District Councillor's Report

Cllr Summers and Strange were not present.  

0409/6 Police report

PCSO Law had provided a report with the incident statistics for the parish. Several incidents had been reported relating to St Mary and St Peter’s Church- young adults have been causing ASB/damage.  One incident was reported as a crime- burglary.  Cllr Yates recorded his thanks to the police who have attended the incidents.

0409/7 Clerk's report

TPS had written to respond to the clerk’s request for the footpath to be cleared.  Joshua Way footpath has now been cleared.  The parish councillors signed receipt of the code of conduct as requested by WLDC

0409/8 Finance

(a)    Financial Report- the clerk produced a financial report (attached)

(b) Accounts for payment

(i) C Wright, Salary and expenses- £531.52

(ii) MKS, Grass Cutting- £441.60 

(iii) LALC, networking day- £18

(iv) Grant donation to the church, £300

(v) Mole Control- £18

(b) Payments received- None

(c) Payments made between meetings- V Ellis, NP Artwork- £240

(d) Internet Banking-Internet banking form signed ready to be submitted.

0409/9 Correspondence for discussion

(a)    Letter from a member of the public regarding nuisance neighbours- Correspondence noted but a police matter rather than a parish council matter

(b)    Grant funding request from the scouts- Resolved clerk to contact the scout group requesting that individual members of the scouts from the parish write to the parish council.

(c)    Grant funding request from PCC- Resolved to grant £300 towards the grass cutting at the church.

(d)    Formal complaint-.A formal complaint has been received.  Resolved the complaint to be received by the complaints committee and dealt with accordingly.  Complaints committee was amended to ensure impartiality due to members of the parish council feeling compromised.  Committee to be made up of Cllr R Coman, Cllr J Hill and Cllr P Williams.

0409/10 Highways Matters- (a) traffic calming and ongoing issues on Redbourne Road- Traffic enforcement has been ongoing.  Resolved clerk to contact highways to request overhanging trees and vegetation be cut away from road signs. (b)Complaints have been made to the council regarding the lack of road markings on Highstreet between Waddingham and Snitterby.  Traffic is veering into the middle of the road as there are no white lines.  Resolved clerk to contact highways.  

0409/11 Planning applications and decisions: -

PA139410- Clock House Farm, application to convert redundant farm buildings- granted. PA138145- Holywell Grange- appeal – any representation regarding the appeal must be made to WLDC by 10th September.  Date of the appeal will be placed on the website and noticeboard once notification has been received from WLDC.

0409/12 To adopt a vexatious policy- Item to remain on the agenda.

0409/13 To discuss and resolve action regarding chafer grubs on the Village Green-Noted that the Chafer grubs appear to have gone and the Village Green is now looking much better.  

0409/14 To discuss and resolve ways forward regarding play equipment for the village- Clerk has investigated the cost of insurance for some low-level play equipment.  Cllr Thacker to contact the member of the public who first raised the issue to discuss further.  Correspondence has been received from a member of the public regarding placing play equipment on the village green and this will be considered at the November parish council meeting.

0409/15 Flood relief scheme and beck cleaning matters-Cllr P Williams has walked the beck and flood relief scheme and confirmed that it is working well.  Resolved clerk to contact contractor with regard to removing the land slippage.

0409/16 Neighbourhood Plan report-No further meetings have been held during the summer.  The next meeting will be held on 24th September.

0409/18 Constable Ings- To discuss and resolve grant funding request- A grant funding request has been received.  Following consideration, the Council resolved to support the request.  The applicant has already raised some funds. Parish Council to fund the remained of the project using the Constable Ings Trust money.
