Minutes of the Annual Parish Council Meeting held on Wednesday 8th May 2019 at Jubilee Hall

0805/1 Election of Chair

Cllr Thacker proposed Cllr L Williams.  Seconded Cllr J Hill.  Resolved unanimously Cllr L Williams to be chair.  

0805/2 Election of Vice

Cllr Watson proposed Cllr C Metcalfe.  Seconded Cllr L Williams.  Resolved unanimously Cllr Metcalfe to    be vice-chair.

The Council meeting was suspended for the public forum

The council meeting was reconvened.

WLDC have confirmed Waddingham Parish Councillors were all re-elected

0805/6 Minutes of Previous meeting to be approved and signed   

The minutes of the Parish Council Meeting held on Wednesday 6th March 2019 were approved and signed as true and correct.

0805/7 Matters Arising

0805/8 County Councillor's/District Councillor's Report

District Cllr Summers thanked the people who had voted for him.  He confirmed that he is no longer leader of WLDC, and this role will now be undertaken by Cllr G McNeill.  The Conservatives lost 5 seats but still hold a majority.   Cllr Summers believes the losses are due to the national situation regarding Brexit.  Cllr Summers reported that work has begun on the Market Rasen leisure centre.  He hopes that a pool may follow in the future.  

0805/9 Police report

PCSO Law had forwarded a report.  Clerk to ask if future crime statistics can include results from any traffic enforcement.

0805/10 Clerk's report

Nothing additional to report.

0805/11 Highways Matters including traffic calming and ongoing issues on Redbourne Road

Update provided on Redbourne Road.  There has been an increased presence of traffic enforcement officers.  Cllr Strange has been in contact with Graeme Butler from the Road Safety Partnership regarding traffic calming road signage and markings.  Cllr L Williams to contact Cllr Davies as he has not responded to clerk’s emails.  Item to remain on the agenda.

0805/12 To resolve to increase website storage

Website storage is no longer sufficient.  Resolved to increase the website storage.  Clerk to raise cheque.

0805/13 To resolve to purchase MS Office

Clerk to purchase MS Office for Parish Council laptop.  Funds still available for the transparency fund grant received.

(d) Audit year ending 209/19-The clerk presented the end of year accounting statement prepared according to proper accounting practices.  It was resolved to approve the Annual Governance Statement and to approve the accounting statement for the period. Internal audit had been completed by Viv Hallam.. 

(e) Parish Council Bank Accounts- Clerk completed forms to be added as a signatory in order to be able to use internet banking. HSBC have stated they do not have a mandate for Waddingham Parish Council.  Cllr Williams and Metcalfe to visit branch as mandate was completed previously.

0805/16 To review and approve Standing Orders

Unanimously resolved to accept the standing orders.  To be reviewed again May 2020.

0805/17 Planning applications and decisions: -

PA1399242- Application to erect a dwelling in association with an agricultural business- parish council fully support the application.

PA139360- Old Rectory listed building consent for replacement stone boundary- no objections.  PA139359-Old Rectory application to replace stone boundary- no objections.

0805/18 Flood Relief Scheme and Beck Cleaning Matters

Quotes are being sought to repair land slippage and also remove weeds in the beck.  Details of tender to be listed on noticeboard and parish website.

0805/19 Village Green Matters

(i)   Chafer Grubs- Clerk has contacted Elsham Golf Course green keeper to ask for advice regarding removing the Chafer Grubs.  He was unable to advise as the insecticide he previously used is now illegal.  Cllr Summers volunteered to investigate the use of Decis.

(ii)   Vehicles causing damage to the Village Green by parking and turning on it- complaints have been received abut cars damaging the Village Green.  Resolved Parish Council to issue reminders that the Village Green is a registered Village Green and should not be parked/driven on.

(iii)   Items littering the Village Green- resolved clerk to write to owners of items littering the Green and request that they are removed.

0805/20 Neighbourhood Plan Report-

88 people attended the fist consultation even held 1st April 2019.  Some landowners have stated that they missed the initial call for land despite it being advertised in the Triangle and minuted in the parish website.  In order to ensure the process is as equitable as possible the NP group have decided to revisit this.  A leaflet drop has been organised in order to give everyone another chance to put forward sites.  Each site will need to meet the criteria set out in the NP.
