Minutes of the Parish Council Meeting held on Wednesday 6th March 2019 at Jubilee Hall
Present: Cllrs LJ Williams (Chair), JA Hill, GA Thacker, A Watson, A White, R Coman, The Clerk
Public Participation:
9 members of the public were present.
A number of residents raised concerns about traffic speeding on Redbourne Road.
A resident asked the Parish Council if they would consider supporting his planning application which has previously been turned down by WLDC. Agent to forward the details once the application has been resubmitted.

The minutes of the Parish Council Meeting held on Wednesday 2nd January 2019 were approved and signed as true and correct.

0603/7 Clerk's report
Clerk reported that nomination papers have been sent for the Parish Council elections. Notice to be placed on the noticeboard and nomination papers circulated.
0603/8 Finance
(a) Clerk provided the councillors with a financial report summarising the two parish council bank accounts. The next report to break down the figures further to show the Neighbourhood Plan accounts.
(b)To approve and sign the monthly accounts for payment
Resolved to approve and sign for payments:
(I) C Wright, salary and expenses- £543.17
(II) L Brown, Neighbourhood Plan- £3600.00
(III) Village Hall – room hire -£90 (£30 parish council £60 Neighbourhood Plan)
(b) Payments received- £None
(c) Internet Banking- Following correspondence to the clerk it was confirmed that some contractors will no longer accept cheques. It was resolved to add C Wright (Clerk) as a signatory to the parish council's accounts and to apply for internet banking.
0603/9 To Correspondence for discussion:
(a) Letter from a member of the public regarding tree maintenance and planting- Resolved the clerk will contact the member of the public to inform her of the Constable Ings Trust money and ask if she wishes to submit a proposal for tree planting.
0603/10 Highways matters- Redbourne Road
Resolved, following a letter from residents, clerk to forward safety concerns to Cllr Strange and Cllr R Davies (Highways) in full support of the residents and their requests for traffic calming measures to be implemented.

- PA138145- Holywell Grange-Application for change of use of and for siting of 84 chalet lodges- refused
- PA138800- 1 The Green Waddingham- application for rear extension- Granted
- PA 138660- Land to the rear of the Marquis of Granby- application to erect 7 dwellings- public consultation underway- Cllr Metcalfe attending Planning Committee meeting.
- PA138626 & PA138627- Mill Court- application for change of use and alteration to form an annex- public consultation underway
0603/12-To resolve what the parish council wish to do regarding Tree Maintenance following tree survey- No issues raised during the tree survey. Resolved to publish the report on www.waddingham.gov.uk and review in two years.
0603/13 To discuss and resolve action regarding Chafer Grubs on the Village Green- Cllr Thacker provided some information about the life cycle of Chafer Grubs and ways in which they can be treated. It is currently the wrong time of year to treat the grubs. Clerk to also contact the green keeper at Elsham Golf Club for further advice.
0603/14 Flood relief scheme and beck cleaning matters- It was reported that all is currently running well. There are some areas of the beck which require cleaning out. Cllr P Williams to action. The land slippage behind Clay Farm continues to be monitored. Cllr White to contact Mr I Watson to discuss proposal and quote for remedying the land slippage.
0603/15-To discuss and resolve maintenance of Brandy Wharf Footpath (Footpath 75)- Clerk to contact Cllr Strange for an update regarding the footpath. Item to remain on the agenda.
0603/16-Neighbourhood Plan Report- Cllr Watson reported that the NP meeting to discuss suggested development sites had been attended by 32 people. Events are planned to allow parishioners to view the draft plan on April 1st and May 11th. Luke Brown (NP Consultant) is bringing the draft plan to the next NP meeting.
0603/17-Constable Ings Report- Nothing to report.
0603/18- Confirmation of date and time for next meeting- the next meeting will be on Wednesday 8th May 2019 at 7.30pm . The Annual Parish Meeting will be held on the same date at 7pm at the Village Hall
